value to meet the normal daily requirements for the condition <br /> and size of the animal . <br /> 3 . All animals shall have fresh water available at <br /> all times . <br /> 4 . All areas housing animals shall be free of <br /> accumulated waste and debris and shall be maintained regularly <br /> so as to promote proper health. <br /> 5 . All areas housing animals shall be free of <br /> accumulated or standing water. <br /> 6 . All animals housed shall be provided with proper <br /> veterinary care to promote good health. <br /> C. Standards for Pet Shops . All pet shops, as defined <br /> herein, including pet shops run in conjunction with another <br /> animal facility, shall, in addition to the other requirements of <br /> this ordinance, comply with the minimum standards of this <br /> section. Failure to meet these standards shall be grounds for <br /> the issuance of a citation subjecting the owner to the penalties <br /> described herein, and/or the issuance of an abatement order to <br /> comply with the provisions of this ordinance. Owner or <br /> operators of pet shops must apply to the Animal Control <br /> Director, pay any designated fee, and receive a permit to own or <br /> operate a pet shop in Orange County. Facilities shall be <br /> subject to inspection during reasonable hours by the Animal <br /> Control Officer or other appropriate representative of the <br /> Animal Protection Program upon his or her request.
