Enclosures shall be so placed as to protect the animals from <br /> excessive illumination. <br /> 17 . Every person maintaining such a facility shall <br /> post a notice clearly visible from the ground level at the main <br /> entrance to the facility containing the names, addresses, and <br /> telephone numbers of persons responsible for the facility where <br /> they may be contacted during any hours of the day or night. <br /> B. Standards for Non-commercial Kennels . All <br /> non-commercial kennels shall, in addition to other requirements <br /> of this ordinance, comply with the minimum standards of this <br /> subsection. Owners or operators of non-commercial kennels must <br /> apply to the Animal Control Director, pay any designated fee, <br /> and receive a permit to own or operate a non-commercial kennel <br /> in Orange County. Facilities shall be subject to inspection <br /> during reasonable hours by the Animal Control Officer or other <br /> appropriate representative of the Animal Control Program upon <br /> his or her request. Failure to meet these standards set out <br /> herein shall be grounds for the issuance of a citation <br /> subjecting the owner to the penalties described herein, and/or <br /> the issuance of an abatement order to comply with the provisions <br /> of this ordinance. The premises at non-commercial kennels shall <br /> meet the following standards : <br /> 1 . All enclosures housing animals must provide <br /> adequate shelter. <br /> 2 : The food shall be free from contamination, <br /> wholesome, palatable and of sufficient quantity and nutritive <br /> - 25 - <br />
