semi-aquatic animals shall have an adequate amount of clean <br /> water in which to move. <br /> 3 . Adequate Water: A constant access to a supply of <br /> clean, fresh water provided in a sanitary manner. <br /> 4 . Animal : Any live, vertebrate creature specifically <br /> including but not limited to dogs, cats, farm animals, birds, <br /> fish and reptiles . <br /> 5 . Animal Control Director: That person designated by <br /> appropriate authority in Orange County charged with the <br /> responsibility and authority to implement and enforce the Animal <br /> Control program in Orange County. <br /> 6 . Animal Shelter: A place provided and operated by <br /> Orange County directly or by contractual agreement, whether <br /> jointly with another governmental unit or independently, for the <br /> restraint, care, adoption, and disposition of animals . <br /> 7 . At Large: Any animal shall be deemed to be at large <br /> when it is off the property of its owner or its keeper and not <br /> under the restraint of a competent person. <br /> 8 . Commercial Kennels : Any person maintaining an <br /> establishment where animals of any species excluding <br /> domesticated livestock, kept for the purpose of breeding, buying, <br /> selling, or boarding such animals or engaged in the training of <br /> dogs for guard or sentry purposes, and which establishment is so <br /> constructed that the animals cannot stray therefrom; or any <br /> person owning or keeping 15 or more animals, each of which is <br /> four months of age or older. <br /> - 5 - <br />
