Agencies such at the <br /> Sheriff' s Dept, the Driver' s License Bureau, the Health Dept. that <br /> serve all/or most county residents should be located at northside <br /> to promote acceptability. Other specialized groups such as the court <br /> counselors, attorneys, etc proposed to be located in a downtown <br /> i <br /> facility should be housed on the property. This decision ;rould <br /> also be economically beneficial reducing the need to purchase <br /> additional downtown land or rental space. Thus, a county govern- <br /> ment complex would be a reality rather than a group of facilities <br /> providing some county services to selective populations. <br /> 2. Visibility could be addressed by grading down the Caldwell St. <br /> side of the property so it can be easily seen from the street. <br /> Additional lighting could be installed for greater visibility and <br /> security for promoting night use. Highly visible directional markers <br /> should be installed along the streets from Franklin and Rosemary <br /> pointing to the government complex. <br /> 3. Accessibility could be acheived by establishing a widened entrance <br /> into the property as well as a one-way circular drive that woild <br /> accomodate large city buses. The possibility of purchasing and <br /> zoning of adjacent residential lots on Church Street could increase <br /> space and allow for the main property entrance to be moved to <br /> Church Street. This would create an easier direct path from the <br /> main city streets. A central waiting shelter should be erected <br /> on the property so that persons could take advantage of all county <br /> services without having to walk to and from a distance bus stop <br /> in inclement weather. Another critical problem is the provision <br /> of more parking space as well as for the handicapped with ramps, <br />
