Based upon the low unemployment rates <br /> in the two (2) counties, our funding allocation continues to <br /> diminish annually. Discussions are <br /> the federal level to create a new funding nformulaewhichatakes <br /> into account economically disadvantaged data rather than <br /> unemployment data. If this takes place, we may have more <br /> funds available to create a Northern Orange Center. <br /> INCREASED COORDINATION WITH HUMAN SERVICE AGENCIES <br /> JTPA staff members work closely with the Department of <br /> Social Services, JOCCA, the Employment Security Commission <br /> and Vocational Rehabilitation in recruiting program partici- <br /> pants . The Department of Social Services and JOCCA are <br /> helping us distribute applications to the county ' s youth <br /> participation in the Summer Youth Employment Program. for <br /> EXPANDED PROGRAM OUTREACH <br /> The Orange County participation rate has increased during <br /> the past twelve months. There has been an increased rate of <br /> participation in the overall II-A program. On 12-31-85 the <br /> overall rate was 31 . 7 percent. As of 12-31-86 the overall <br /> rate was 38 . 2 percent . All individual program activities <br /> that had low rates as of 12-31-85 have significant increases <br /> over the twelve month period with the exception of Electronic <br /> Manufacturing. The problem with that activity may be the <br /> location of employment possibilities . Orange County residents <br /> have not shown a great deal of interest in this training which <br /> has most of its job possibilities in the Research Triangle <br /> Park. If the PIC continues this <br /> proram, I <br /> completion of the 1-40 corridor maystimulateomorehinterest the <br /> among our participants since travel time to the Park will be <br /> reduced considerably, <br />
