• <br /> V9u <br /> ORANGE COUNTY <br /> INTEROFFICE MEMORANDUM <br /> TO: Commissioner Shirley Marshall and Board of Commissioners <br /> FROM: Albert Kittrell, Assistant County Manager <br /> DATE: April 28, 1987 <br /> SUBJECT: JTPA-1987 Job Training Plan <br /> This memorandum reports to the Board a specific course of <br /> action for the fiscal year 1987-88 JTPA Program Year. The <br /> recommended modifications are in response to the issues and <br /> concerns expressed by the Chair and Board, County PIC members, <br /> human services agencies and staff. <br /> BACKGROUND <br /> Effective July 1, 1986 the County renewed its employment and <br /> training consortium agreement with Durham County and the City of <br /> Durham for the purpose of providing employment and training <br /> services within the Durham/orange Service Delivery Area (SDA) . <br /> The agreement redesignated the Central Piedmont Training and <br /> Employment Consortium as the SDA for the Job Training Partnership <br /> Act (JTPA) ; re-established the Central Piedmont Private Industry <br /> Council (PIC) , and continued relations with the Central Piedmont <br /> Employment and Training Office. The duration of the agreement is <br /> two years. <br /> JTPA is a federally funded program with the primary goal of <br /> training youth and unskilled adults to enter the labor force. <br /> The SDA is the primary unit for <br /> administration under JTPA. The PIC providesapolic and program <br /> oversight with respect to activities under the job training p and <br /> The employment and training office, housed under the City of Durham organization structure, administers JTPA program <br /> activities. <br /> The program activities are: <br /> (1) 21217211!=1211_TX4ininor programs are designed for those <br /> individuals whose skill levels are inadequate to gain <br /> employment without special consideration from an <br /> employer. Training contracts are developed on an <br /> individual basis with interested employers in the area. <br /> Employers are reimbursed up to 50% of the trainee's <br /> hourly wage to cover the extraordinary <br /> recruiting, training, and lower productivity coft the <br /> participants.
