For Submission to the Orange County Board <br /> of Commissioners, 4 May 1987 U S 4 <br /> • <br /> PROPOSED EDC PRELIMINARY STUDY <br /> It is believed that an overall and comprehensive plan for <br /> economic growth and development for Orange County is necessary if the <br /> Economic Development Commission is to fulfill its charge. This <br /> charge, which is part of the Resolution dated December 14, 1982, <br /> specifically states: "it is deemed desirable to achieve the goal of . <br /> increased economic development through clear and effective strategies <br /> and policies which stimulate development of an appropriate rate, <br /> type, location and balance to serve the public interest"; and that <br /> the Economic Development Commission shall "carry out an economic <br /> development program for all portions of the County and its encom- <br /> passed municipalities." <br /> • <br /> Currently, there is considerable misunderstanding in the Country <br /> as to what constitutes economic growth and development, and it is <br /> further believed that there are factors within the infrastructure and <br /> operating procedures at both the County and the municipal levels that <br /> are inhibitors to proper growth and development. Since it is <br /> generally acknowledged that development of some sort is going to <br /> occur, it is prudent to have in place a plan on which to guide and <br /> regulate this growth. <br /> As a result, and because the Economic Development Commission <br /> desires to continue its progress in fulfilling its charge, the EDC <br />
