092 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> Action A nda <br /> ACTION AGENDA ITEM ABSTRACT Item No. <br /> Meeting Date: MAY 4, 1987 <br /> SUBJECT: ECONOMIC DEVELOPMENT PRELIMINARY STUDY <br /> DEPARTMENT: PUBLIC HEARING: Yes No <br /> ECONOMIC DEVELOPMENT <br /> ATTACHMENT(S) : INFORMATION CONTACT: SYLVIA PRICE <br /> Proposed EDC Preliminary Study Outline <br /> 4 p p TELEPHONE NUMBER: <br /> Hillsborough — 732-8181 <br /> Chapel Hill — 968-4501 <br /> Mebane — 227-2031 <br /> Durham — 688-7331 <br /> PURPOSE: To request funding to carry out the proposed Study. <br /> BACKGROUND: In December of 1982, the EDC was given a charge of <br /> achieving the goal of increased economic development through clear <br /> and effective strategies and policies which stimulate development of <br /> an appropriate rate, type, location and balance to serve the public <br /> interest. <br /> Currently, the EDC believes there is misunderstanding as to what <br /> constitutes economic growth and development, and further, that there <br /> are factors within the infrastructure and operating procedures at <br /> both the County and municipal levels that inhibit proper growth and <br /> development. <br /> The EDC desires to continue its <br /> charge, and believes that it is progress in fulfilling its <br /> prudent(ED) plan on which to guide tand haregulate acthen expected <br /> growth and development in the County and its encompassed <br /> municipalities. <br /> A study is proposed to develop a more explicit, operational <br /> definition of "economic development", the structure of an eventual ED <br /> plan, and to identify models, policy guidelines/methods, and data <br /> required to make an ED plan realistic, effective and operational. <br /> The study will be carried out by a consultant during the period <br /> of late May to August 1987, and will thus be completed prior to <br /> commencement of the projected Planning Department work to prepare the <br /> ED element of the comprehensive plan. <br /> Mow the study will be used. The results of the Study will be <br /> available as an input into the on—going work of the Planning Board <br /> and staff to update the Land Use Plan, and to prepare an enhanced <br /> comprehensive plan, which would have economic development (ED) as one <br /> of its elements.
