The property is located at the <br /> end of Meadow Lane (SR 1195) , and the applicant <br /> proposes to extend this State road to serve the <br /> subdivision. <br /> The property is zoned RB (Rural Buffer) . It is <br /> located in the University Lake Watershed and is <br /> also designated as Rural Buffer in the Land Use <br /> Plan. The property contains 26.62 acres. The <br /> proposed subdivision will contain 12 lots with an <br /> average size of 1 .5 acres. The overall density <br /> for the development is one dwelling per 2.2 <br /> acres. <br /> All applicable agencies have reviewed and <br /> approved the application . <br /> The Recreation and Parks Department recommends <br /> that the 8.55 acres on the west side of the tract <br /> be accepted by the County for recreation and park <br /> purposes. <br /> The Planning Staff recommends approval subject to <br /> the following condition: <br /> 1 . A septic line easement for lot #8 must be <br /> provided through lot 7 into the dedicated open <br /> space area as required by the Health <br /> Department. The Recreation and Parks Director <br /> has Indicated no difficulty with this <br /> arrangement. <br /> Jacobs asked if this subdivision is subject to <br /> courtesy review under the Joint Planning <br /> Agreement. Kirk responded that Carrboro had <br /> reviewed the plan when it was presented as Forest <br /> Park and indicated the desire for a public road. <br /> Jacobs also asked about the recommendation from <br /> the Recreation and Parks Director. Collins <br /> responded that the Recreation and Parks Advisory <br /> Board has recommended that payment- in- lieu be <br /> accepted in lieu of dedication of the 8.55 acres. <br /> Collins continued that this will be reviewed by <br /> the Recreation and Parks Advisory Board again <br /> since this area would be the beginning of a park <br /> which would have future access to the greenways <br /> system. <br />
