recommendations in the enclosed letters dated January 8, <br /> 1987 and February 11, 1987. If the roads in the proposed <br /> subdivision are to be added to the system of State-main- <br /> tained roads, the bridge spanning the Eno River will have to <br /> meet NCDOT criteria (see 1-8-87 NCDOT letter) . The Orange <br /> County Planning Board supports the NCDOT recommendations <br /> regarding the bridge. <br /> The Orange County Recreation Department provided a recom- <br /> mendation in the enclosed memo of February 23, 1987. <br /> Voluntary donation or an easement grant for the 100-year <br /> flood plain area adjacent to the Eno River is to be sought <br /> by the Recreation Director. Since no plan for parks and/or <br /> greenways exists for Cedar Grove Township, the Orange County <br /> Planning Board supports this recommendation. <br /> The Planning Board recommends approval contingent upon the <br /> following conditions: <br /> (1) Provide a notation on the final plat indicating <br /> restricted development potential if lots 17 and 18 <br /> prove unsuitable for septic systems; <br /> (2) The community association that will maintain the <br /> private streets in the subdivision should establish <br /> capital fund that will be sufficient to replace, in <br /> compliance with NCDOT guidelines (minimum construction <br /> standards for bridges) , the bridge crossing the Eno <br /> River. Capitalization of this fund should be deter- <br /> mined by a qualified engineer and should be based on <br /> the estimated replacement cost being available at the <br /> end of the present bridge's remaining life span. <br /> (3) Meet with the Recreation and Parks Director regarding a <br /> voluntary donation of an easement in the 100-year <br /> floodplain area adjacent to the Eno River; <br /> (4) Provide a 50 foot undisturbed buffer for lots with <br /> frontage on the floodplain area adjacent to Eno River <br /> and frontage on Lake Orange; <br /> The Planning Department, upon the recommendation of the <br /> County Attorney, has provided an evaluation of the private <br /> road standards as related to the proposed subdivision. Based <br /> on the evaluation, the Planning Department recommends <br /> private roads constructed to NCDOT standards for paved <br /> roads. <br /> RECOMMENDATION: The Manager endorses the Planning Board's recommendations <br /> and recommends the following additional conditions: <br /> (1) The Road Maintenance Agreement for the private roads in <br /> Eno River Estates shall indicate that the roads will be <br /> maintained to State standards; <br /> (2) The plat shall include the name of the owner and <br /> location of parcel 2.45. .3A, John W.
