DRAFT PBM MINUTESlt 3 <br /> approximately 81 acres. The average lot size is <br /> 2.9 acres, and the subdivision will be developed <br /> in two (2) phases. The roads in the subdivision <br /> will be constructed to NCDOT standards for a <br /> residential subdivision . However, the applicant <br /> proposes that the streets be retained in private <br /> status and maintained by a homeowners associa <br /> tiOn . <br /> No zoning has been adopted in Cedar Grove <br /> Township. The Land Use Plan designation is <br /> Agricultural Residential . The minimum lot size <br /> required in unzoned townships is 40,000 sq. ft. <br /> All applicable agencies have reviewed and <br /> commented on the proposal . <br /> The North Carolina Department of Transportation <br /> provided recommendations in the enclosed letters <br /> dated January 8, 1987 and February 11 , 1987 . <br /> Orange County Planning Staff supports their <br /> recommendations regarding the bridge. Szymik <br /> presented photographs of the bridge as supporting <br /> documentation . <br /> The Orange County Recreation Department provided <br /> a recommendation in the enclosed memo of February <br /> 23, 1987 . Voluntary donation or an easement grant <br /> for the 100-year flood plain area adjacent to the <br /> Eno River is to be sought by the Recreation <br /> Director. Since no plan for parks and/or <br /> greenways exists for Cedar Grove Township, the <br /> Orange County Planning Staff supports this <br /> recommendation. <br /> The Planning Staff recommends approval contingent <br /> upon the following conditions: <br /> ( 1 ) Provide a notation on the final plat <br /> indicating restricted development potential <br /> if lots 17 and 18 prove unsuitable for septic <br /> systems; and <br /> (2) Compliance with NCDOT guidelines (minimum <br /> construction standards ) regarding the bridge. <br /> Szymik indicated Planning Staff wished to expand <br /> condition 1 2 as follows: <br /> Planning Staff recommends that a Community <br /> Association of Landowners establish a capital <br /> fund to rebuild the bridge to NCDOT standards <br /> when the time comes to replace the bridge. <br />
