Barnes <br /> The Honorable Representative Joe Hackney <br /> The Honorable Senator Wanda Hunt <br /> The Honorable Senator Russell Walker <br /> 24th District <br /> North Carolina General Assembly <br /> State Legislative Building <br /> Raleigh, North Carolina <br /> RE: An Act to Authorize Orange County to Levy an Excise Tax on <br /> Instruments Conveying Real Property in Orange County <br /> An Act to Authorize Municipalities and Counties to Engage in <br /> Joint Planning Programs and to Enter into Annexation Agreements <br /> Dear Honorable Members of the General Assembly: <br /> Transmitted herewith are two additional bills adopted by the Board <br /> of Commissioners in continuation meeting April 15, 1987 for submittal to <br /> you for action in the 1987 Session of the General Assembly. <br /> It is the Board's preference that a Statewide bill be enacted giving <br /> counties the authority to levy a transfer tax. With four counties already <br /> having the authorization and three additional counties and the City of <br /> Raleigh now seeking the enablement conditions may be more favorable to <br /> a Statewide bill. However, realizing that this may not be the case and <br /> given the extensive capital needs faced by Orange County and its towns <br /> it is the position of the Board to ask for local legislation if the <br /> Statewide billI_cannotI.be approved. The vote among the Board members was <br /> four in favor and one against. This followed a public hearing April 4, <br /> 1987. <br /> The second bill, which is to grant powers to implement the joint <br /> planning programs and limit annexation authority, was adopted by _ <br /> unanimous vote of the Board in the :same April 15, 1987 meeting. <br /> We appreciate your willingness to introduce and support these <br /> bills.
