Under federal regulations and <br /> in accordance with the Northern Fairview and Councilville CDBG <br /> applications the County must acquire these units and demolish them <br /> in order to eliminate their blighting influence on their respective <br /> comm pities. <br /> Federal regulations also require the County to make every reasonable <br /> effort to acquire the real property expenditiously by negotiation. <br /> Before the initiation of negotiation the property must be appraised <br /> to determine just compensation. A review appraisal is also necessary <br /> to assure that all applicable appraisals have been met. The amount <br /> established as just compensation should not be less than the approved <br /> appraisal of the fair market value of the property. Initial appraisals <br /> were conducted by Kathleen Buck and review appraisals were conducted <br /> by Fred Ruffin both of whom are professional. appraisers. <br /> RECOMMENDATION(S): <br /> 1) Approved recommended fair market values. <br /> 2) Adopt resolution establishing just compensation. . <br />
