N <br /> 191 <br /> Commission' s policies and orders instill the responsibility. <br /> This docket has covered a lot of issues, but issues that are related, <br /> related to the public's need to benefit from introduction of modern <br /> network technology at the class 4 office and below. <br /> We, therefore, propose the following six positions to the Utilities <br /> Commission: <br /> I. We reiterate all of our previous requests of the Commission. <br /> II. We note that General Telephone has responded only as a contractor <br /> between Centel and AT&T. We request responses to our previous <br /> questions from General Telephone as a Local Exchange Company <br /> providing service to subscribers in Eastern Orange County and Durham <br /> County who also experienced this failure. <br /> III. Since the question of excessive costs of implementing modern network <br /> technology have been repeatedly raised, and in consideration of <br /> AT&T's offer to participate in discussions concerning the economic <br /> and practical feasibility of a direct connection, we ask the <br /> Commission to order AT&T and Centel, and AT&T and General to develop <br /> and to submit for review practical plans and budgets for <br /> implementing fault-tolerant and self-healing networks through their <br /> class 5 office levels. <br /> IV. Noting that AT&T, in its filing of August 29, 1986, said it would <br /> share results of a study on facility diversity between Durham and <br /> Greensboro, and that it was forming a Quality Assurance Task <br /> Force, we request the Commission to order AT&T to submit a <br /> progress report to us on each of those points. <br /> V. We ask that the docket be kept open to review the results of <br /> these requests and the monitoring as ordered by the Commission. <br /> VI . As Shirley Marshall is now the Chair of the Orange County Board of <br /> Commissioners, we ask that the Commission replace Mr. Willhoit 's <br /> name on this docket with that of Ms. Marshall . <br /> This the 6th day of April, 1987. <br /> Respectfully submitted, <br /> Shirley Marshall <br /> Chair, Orange County Board <br /> of Commissioners. <br /> 3 <br />
