C. <br /> H&S Job No. 3080 <br /> Dear Mr. Thompson: <br /> We are transmitting herewith for your review three sets of <br /> plans and technical provisions for the proposed one-foot <br /> flashboard addition to the Lake Orange spillway. Pursuant to the <br /> terms of our agreement with the County, the technical provisions <br /> are to be used in conjunction with the County' s standard <br /> purchasing contract to form complete documents for bidding. We <br /> would be happy to assist you in the bid solicitation process to <br /> the extent you deem appropriate. <br /> We are also transmitting a copy of our supporting <br /> hydrologic-hydraulic calculations and general reference material <br /> for your records along with a copy of our request for a <br /> construction permit from the North Carolina Division of Earth <br /> Resources . Under the Dam Safety Law ( 15 NCAC 2K) , the plans must <br /> be submitted for State review and a permit issued before the <br /> flashboards can be erected at the site. We have been assured <br /> that the State review process will move swiftly and the <br /> construction permit will be issued to your office in a week or <br /> two. <br /> The proposed flashboard system consists of a one-foot fixed <br /> vertical addition to the spillway crest with provision for a <br /> further one-foot addition at some future date. The timber <br /> flashboards are to be permanently bolted in eight-foot-long <br /> sections to vertical structural steel supports . The steel <br /> supports are themselves anchored to the existing spillway slab. <br /> The flashboards are designed to remain in place and to withstand <br /> the hydrodynamic forces occurring during severe storm events. <br /> Our hydrologic-hydraulic evaluation shows that, with the one-foot <br /> flashboards in place, the spillway has adequate capacity to <br /> safely pass the "Spillway Design Storm" required by the North <br /> Carolina Dam Safety Regulations .
