UNC Chapel Hill Permit <br /> PART V-WASTE MINIMIZATION <br /> A. GENERAL REQUIREMENTS <br /> Pursuant to 40 CFR 264.73(b)(9) as adopted in 15A NCAC 13A .0109, and Section 3005(h) of <br /> RCRA, 42 U.S.C. 6925(h), the Permittee must certify, no less often than annually that: <br /> 1. The Permittee has a program in place to reduce the volume and toxicity of hazardous waste to <br /> the degree determined by the Permittee to be economically practicable; and <br /> 2. The proposed method of treatment, storage or disposal is the most practicable method <br /> available to the Permittee which minimizes the present and future threat to human health and <br /> the environment. <br /> B. WASTE MINIMIZATION RECORD KEEPING <br /> The Permittee shall maintain copies of the certification in the facility operating record as required <br /> by 40 CFR 264.73(b)(9) as adopted in 15A NCAC 13A .0109. <br /> C. WASTE MINIMIZATION PROGRAM OBJECTIVES <br /> The Waste Minimization Program should include the following elements: <br /> 1. Top Management Support <br /> a. Dated and signed policy describing management support for waste minimization and for <br /> implementation of a waste minimization plan. <br /> b. Description of employee awareness and training programs designed to involve <br /> employees in waste minimization planning and implementation to the maximum extent <br /> feasible. <br /> c. Description of how a waste minimization plan has been incorporated into management <br /> practices so as to ensure ongoing efforts with respect to product design, capital <br /> planning,production operations, and maintenance. <br /> 2. Characterization of Waste Generation <br /> Identification of types, amounts, and hazardous constituents of waste streams, with the source <br /> and date of generation. <br /> 3. Periodic Waste Minimization Assessments <br /> a. Identification of all points in a process where materials can be prevented from becoming <br /> a waste, or can be recycled. <br /> b. Identification of potential waste reduction and recycling techniques applicable to each <br /> waste, with a cost estimate for capital investment and implementation. <br /> V-1 <br />
