TDR has been <br /> used most frequently for the preservation of <br /> agricultural land. Other uses include the <br /> preservation of historic and environmentally <br /> sensitive areas, public access, and scenic vistas. <br /> The Rural Buffer Study recommended that special <br /> legislation be pursued to allow the use of TDR by <br /> Orange County. Members of the Board of <br /> Commissioners have also expressed an interest in <br /> the technique, including its combination with other <br /> measures such as real estate transfer taxes and <br /> impact fees. <br /> Concurrent with seeking special legislation, the <br /> Planning Board recommends that a workshop be held <br /> to review the use of the technique by other <br /> Jurisdictions and its applicability in Orange <br /> County . The workshop can be held at Moorefields in <br /> late April or early May, with representatives from <br /> other governmental units invited to make <br /> presentations. <br /> RECOMMENDATION: Approve the workshop. <br />
