U;i <br /> DRAFT PBM MINUTES PAGE 16 <br /> Ed Johnson of NCDOT has asked that the plannir <br /> boards and governing boards of the various DCHL <br /> Jurisdictions review the population estimates prior <br /> to their being used to run the deficiency analysis <br /> model . <br /> Population estimates used in the deficiency analysis <br /> will have a direct and substantive impact on <br /> recommendations made in the new Thoroughfare Plan <br /> for the DCHC area. <br /> Bell asked for response from the Board in order to <br /> carry this item to the Board of Commissioners in <br /> April . <br /> In answer to a question regarding what the figures <br /> represented, Bell noted that the figures are <br /> indicative of the number of persons or population . <br /> Best inquired how the projections for the years 2000 <br /> and 2010 were calculated. Bell responded that the <br /> initial approach was to determine the amount of <br /> developable acreage within each district and make <br /> estimates on the amount of residential development <br /> that would occur during the year 2000 and 2010 time <br /> frames. Analysis of the subsequent figures yielded____ <br /> average annual rates of growth in excess of to <br /> percent for some districts. This was deemed tc <br /> high and a re-evaluation of the estimates was <br /> undertaken. The approach finally decided upon was <br /> to apply rates of growth projected by the applicable <br /> Land Use Plan, i .e. , Joint Planning Area Plan for <br /> district 13, Orange County Land Use Plan for <br /> district 12. <br /> AGENDA ITEM 18c: Policy-Application of Rural Buffer <br /> Standards to Minor Subdivisions <br /> Presentation by Greg Szymik. <br /> This agenda item is to recommend a policy for applying <br /> Rural Buffer standards to minor subdivision <br /> applications that were in process when the new <br /> standards went into effect.
