Item #7 on this list will <br /> be presented at public hearing on February 23. Collins <br /> continued that the moving of the transition area Iine <br /> adopted in the Joint Planning Area Plan to the northwest <br /> of Carrboro would be pushed out to the Bolin Creek Basin <br /> boundary. He noted that within the basin gravity sewer, <br /> could easily be extended by OWASA. <br /> Collins also explained that another item to go to public: <br /> hearing is the consideration of an extraterritorial <br /> Jurisdiction swap with the Town of Carrboro. In return <br /> for 1800 acres in University Lake Watershed in Carrboro' s <br /> Jurisdiction, the Town would either receive an equivalent <br /> amount of acreage to the northwest or a smaller area able <br /> to accommodate approximately the same population density <br /> (on a capacity or density basis this would amount to <br /> approximately 230 acres) . <br /> Kramer inquired what the density would be. <br /> Collins responded five (5) units per acre, then continued, <br /> commenting on the watershed study to be done for OWASA. <br /> The study would identify what ordinances and policies <br /> could be adopted to control adverse impacts created by <br /> development in the watershed. <br /> Collins then explained the remaining points of the <br /> agreement and identified the swap area and the transition <br /> area on the study area map. <br /> AGENDA ITEM # 8 : PLANNING BOARD ITEMS <br /> a. Population Estimates for the Durham, Chapel Hill , <br /> Carrboro (DCHC) Thoroughfare Planning Area <br /> Presentation by Gene Bell . <br /> This agenda item is to acquaint the Board with <br /> population estimates prepared for the DCHC area. <br /> The area covers all of Durham County, most of Chapel <br /> Hill Township, the area between Pleasant Green Road <br /> and the Durham County line up to St. Mary ' s School , <br /> Northern Chatham County, and a portion of Wake <br /> County near RDU. The estimates were prepared by <br /> staff members from Durham County, Durham City, <br /> Chapel Hill , Carrboro, and Orange County working <br /> with Ed Johnson of NCDOT. Population estimates were <br /> done for the years 1985, 2000 and 2010 . They will <br /> be .used as input to a "deficiency analysis" model <br /> which assesses the impact of population growth on <br /> the road system and identifies problem areas. <br />
