05± <br /> POPULATION/EMPLOYMENT ESTIMATES FOR THE DURHAM, <br /> CHAPEL HILL, CARRBORO THOROUGHFARE PLANNING AREA <br /> The Durham, Chapel Hill , Carrboro (DCHC) Thoroughfare <br /> Planning Area, as defined by NCDOT, contains portions of thQ <br /> counties of Chatham, Durham, Orange, and Wake as well as the <br /> municipalities of Durham, Chapel Hill , and Carrboro ( see map <br /> of DCHC Area ) . Thoroughfare planning for the area involves <br /> an analysis of present and projected population and employ- <br /> ment patterns . The purpose of this paper is to present <br /> figures that have been compiled as input to a computer <br /> deficiency analysis model which assesses the impact of <br /> population/employment growth on the road system and identi- <br /> fies problem areas. <br /> The DCHC area is divided into 22 transportation analysis <br /> districts; districts 1 -11 are in Durham County, 12-17 are in <br /> Orange County ( see DCHC District Map) , 18-20 are in Chatham <br /> County, and 21 -22 are in Wake County . The districts are <br /> further subdivided into analysis zones; there are 600 zones <br /> in the DCHC area. In 1984 and early 1985 an inventory of <br /> housing and employment in each zone was compiled. Field work <br /> for the Orange County portion of the inventory was performed <br /> by interns in the Chapel Hill Planning Department. <br /> Using the 1985 inventory as baseline data, estimates for <br /> the years 2000 and 2010 were compiled by the respective <br /> planning/engineering staffs in the individual DCHC Jurisdic- <br /> tions . Jurisdictions represented included Durham City, <br /> Durham County, Chapel Hill , Carrboro, and Orange County. Ed <br /> Johnson of NCDOT headed the effort and also coordinated with <br /> Chatham County and Wake County, neither of which sent repre- <br /> sentatives to the planning meetings. <br /> Orange County was responsible for District 12 and the <br /> northern zones in District 13. The estimates were done in <br /> conformance with rates of population growth contained in the <br /> appropriate land use plan for the district in question . For <br /> example, District 12 lies north of 1 -85 in Eno Township and <br /> rates of population growth contained in the 9rangp County <br /> Land Use Plan were used here. District 13, on the other <br /> hand, lies in the northern portion of the Joint Planning Area <br /> (JPA) and rates of population growth projected in the JPA <br /> Land U5D Elan were employed here. The following table <br /> details population estimates for each district. <br />
