AN AGREEMENT BETWEEN ORANGE COUNTY, HEREIN THE COUNTY, AND WOOLPERT CONSULTANTS <br /> FOR THE PROVISION OF TECHNICAL ASSISTANCE IN DEVELOPING AN ORANGE COUNTY <br /> 096 RECREATION & PARKS MASTER PLAN, HEREIN THE PLAN. <br /> SCOPE OF WORK <br /> Woolpert Consultants will work closely with the Orange County Recreation and <br /> Parks Department, and the Orange County Planning Department to perform the <br /> consulting services associated with the formulation of the Master Recreation <br /> and Parks Plan (hereinafter the "Plan" or the "Project" as the context <br /> dictates). Woolpert Consultants proposes to act as Project Manager, <br /> responsible for the organization of the Project, and directing the other team <br /> members in completing their individual tasks. Representatives from these <br /> three groups will be referred to as a Project Team. The objective of the <br /> planning process will be to provide Orange County with an accurate, usable <br /> plan to guide its actions and decisions concerning the use, improvement, and <br /> development of its recreation program and park system. Emphasis of the <br /> process will include educating the community on the importance of good <br /> planning to insure recreational programs are offered, parks are developed, and <br /> open spaces are acquired for future generations to enjoy in Orange County. <br /> The Scope of Work is organized in five related components: Master Plan <br /> Purpose Statement with Goals and Objectives; Evaluation of Current and <br /> Projected Factors Pertinent to Orange County; Analysis of Current Recreation <br /> Programs and Park Facilities, Development of Recreation Standards, and <br /> Community Needs Assessment; Plan Proposals and Recommendations; and Action <br /> Plan Implementation. <br /> In consideration of mutual promises and conditions stated below, the County <br /> and Woolpert Consultants agree that the approach for performing the work, <br /> descriptions of services, and proposed individual team member responsibilities <br /> for each component, are as follows: <br /> COMMENT ONE/MASTER PLAN P[AtP0se sTATemmalura GOALS AND OBJECTIVES <br /> Woolpert Consultants <br /> A. Woolpert Consultants will organize the Project start-up meetings with <br /> representatives from the Recreation and Parks Department and Planning <br /> Department who will actively participate in the Project. Individual <br /> project responsibilities and milestones for completing tasks will be <br /> shared with the Project Team. Background information such as the <br /> studies prepared during the 1970's concerning recreation in Orange <br /> County, demographic data, mission statement, etc., will be reviewed by <br /> the Project Team. <br /> B. Woolpert Consultants will work closely with the Project Team in <br /> identifying specific goals and objectives to be embodied in the Plan. <br /> Emphasis will be placed upon identification of directed goals and <br /> objectives which address local needs. <br /> C. Woolpert Consultants will responsible for formating, typing, and quality <br /> control of the Plan, including this First Component. A word processing <br /> system compatible with the one being operated in the Orange County <br /> Recreation and Parks Department will be used in preparing the Plan. <br /> Upon completion of the project, the data diskette will be delivered to <br /> the County for future revisions. The data diskette(s) submitted will be <br /> compatible with the Recreation and Parks Department's micro-computer <br /> system which utilized (hardware) an Olivetti, Model M18DT-2, and <br /> (software) the Olivetti wordprocessing system, "Wordstar," MS DOS 2.11. <br />
