However, identification of the <br /> location of homes and businesses continued to be according to <br /> the rural box numbers assigned by the postal service for <br /> purposes of mail delivery . This has been an inadequate method <br /> where growth is occurring rapidly since the numbers assigned <br /> must be changed frequently at great inconvenience to the <br /> public. Furthermore, it is inadequate to give emergency service <br /> agencies indication of precise location . <br /> Per an agreement reached in January 1987 between the County <br /> Manager and the Chapel Hill Postmaster, a joint project was <br /> undertaken between the County and Postal Service to begin the <br /> conversion of rural box numbers to a system of permanently <br /> assigned house numbers. Once the actual assignments are made no <br /> further changes in numbering should be necessary . <br /> The proposed ordinance identifies guidelines for the purpose of <br /> providing a consistent and coherent means for assigning house <br /> and building numbers as well as requirements for the <br /> display of numbers. Upon approval , the system will be used <br /> uniformly throughout Orange County . <br /> A Planning Board recommendation is not required on the proposed <br /> ordinance, and the Commissioners may adopt the ordinance <br /> following the conclusion of the hearing. <br /> RECOMMENDATION: Approval of the proposed ordinance. <br />
