Tennant its sincere appreciation and gratitude for his years of <br /> service and contributions to Orange County and the Soil and Water <br /> Conservation Service, and wishes to him happiness and good health in the <br /> future. <br /> BE IT FURTHER RESOLVED, that this Resolution be presented to Robert S. <br /> Tennnt and a copy of the resolution be spread upon the minutes of this <br /> regular meeting of the 24th day of March, 1987. <br /> VOTE: UNANIMOUS. <br /> 2 . CLEAN SWEEP PROCLAMATION <br /> Blair Pollock, Chair of the Solid Waste Task Force, indicated that <br /> emphasis will be placed on the fact that litter is actually a resource for <br /> recycling. Lorraine Parker, Chair of the Recreation and Parks Advisory <br /> Council voiced support for "Clean Sweep Month" and the plan as summarized <br /> by Mary Ann Black, Director of Parks and Recreation. <br /> Motion was made by Commissioner Halkiotis, seconded by <br /> Commissioner Carey to proclaim April as "CLEAN SWEEP MONTH" in Orange <br /> County. The proclamation is stated below: <br /> WHEREAS, The North Carolina Governor's office has designated April for a <br /> statewide litter cleanup campaign on North Carolina highways; and <br /> WHEREAS, The Orange County Board of Commissioners recognizes the benefits <br /> derived to the County when the highways and streets in the County are <br /> litter free; and <br /> WHEREAS, The Board of Commissioners recognizes the negative impact on <br /> visitors and citizens when litter is permitted to accumulate; and <br /> WHEREAS, The Board of Commissioners wishes to encourage and endorse the <br /> concept of this campaign called "CLEAN SWEEP: " <br /> NOW, THEREFORE, BE IT PROCLAIMED THAT THE ORANGE COUNTY BOARD OF <br /> COMMISSIONERS DOES HEREBY DESIGNATE APRIL AS "CLEAN SWEEP MONTH" IN ORANGE <br /> COUNTY. <br /> BE IT FURTHER PROCLAIMED that the Board of Commissioners encourages all <br /> citizens of Orange County to participate in Clean Sweep activities in <br /> their neighborhoods. <br /> VOTE: UNANIMOUS. <br /> F. ITEMS FOR DECISION - CONSENT AGENDA <br /> The County Manager recommended the following action by the Board: <br /> 1. CONTRACT AWARD FOR ASSISTANCE WITH ORANGE COUNTY MASTER RECREATION <br /> AND PARK PLAN (see addendum on last page of these minutes) <br /> To award a contract to Woolpert Consultants to assist with <br /> portions of the development of the Master Recreation and Park Plan at a <br /> cost of $11,500 and authorize the Chair to sign following approval of the <br /> legal forms by the County Attorney. <br /> 2 . HILLSBOROUGH AGREEMENT ADDENDUM FOR LAND RECORDS INFORMATION <br /> ACCESS AGREEMENT <br /> To approve the Land Records Information Access Agreement with the <br /> Town of Hillsborough which will provide the Hillsborough Town Staff and <br /> the public access to the Land Records Information System from the <br /> Hillsborough Town Hall. <br /> 3 . CAROLINA CABLE CHANGING ORGANIZATION (SECOND READING) <br /> To approve the second reading of the transfer of ownership of <br />
