During said fiscal year ended June 30, 1986, the County <br /> of Orange did not create any bonded indebtedness. <br /> 3 . During the present fiscal year beginning July 1, 1986, <br /> and up to the date of this certificate, the County of Orange did not <br /> create any indebtedness or incur any obligation for which the County <br /> does not have unencumbered funds which are available for the payment <br /> thereof and did not assume any debt. <br /> 4.
