Thompso MEBANE-- 227-203.1 <br /> DURHAM - 688-7331. <br /> PURPOSE: To authorize submission of a Small Cities Community Development <br /> Block Grant (CDBG) Application for 1987 and selection of a <br /> CDBG Target Area for 1987. <br /> The Department of Natural Resources and Community Development <br /> (NRCD) in February 1987 announced the 1985 application guide- <br /> lines and the acceptance of applications for Community Revital- <br /> ization projects. The maximum amount an applicant can request <br /> is $600,000. The deadline for application is May 19, 1987. <br /> NRCD also requires local governments to conduct two public <br /> hearings before the application is submitted. In order for the <br /> County to apply for a 1987 CDBG all 1982 and 1983 grants must <br /> be completed and all funds expended by May 12, 1987. See attach- <br /> ed memorandum for details. <br /> In order to meet this deadline, the County must decide on the <br /> submission of an application and select a target area. County <br /> staff have conducted a windshield survey of every township in <br /> the County. Based on this survey, eight concentrated areas of <br /> housing related needs were identified. These eight areas were <br /> prioritized based on the severity of needs and the Rencher Street <br /> Area was identified as the most severe. Area deficiencies in- <br /> clude poor road conditions, deteriorated housing, outdoor privies <br /> and the lack of sewer service. Trash dumping is also visible in <br /> the area. Therefore, the magnitude of Community Development <br /> problems causes the Rencher Street Area to have precedence over <br /> the other seven areas identified. <br /> Award of a Community Development Block Grant would resolve the - <br /> aforementioned health and safety hazards which presently exist <br /> in this Community. Additionally treatment of this area would <br /> benefit its low/moderate income residents as well as meeting <br /> the CDBG National Objective of preventing or eliminating slums <br /> and/or blighting conditions. <br />
