i ,')0 <br /> INTEROFFICE MEMORANDUM: 8703-702 <br /> Orange County Contributions for Water and Sewer <br /> March 19, 1987 <br /> Page 2 <br /> 4. In 1972 County Commissioners financed construction <br /> of water and sewer lines to the Webco Company plant <br /> in the amount of $29,159. 00 and to Valley Forge <br /> Corporation in the amount of $18,895. 00. This <br /> action was taken as an economic or industrial <br /> development measure. <br /> 5. In 1975 Orange County advanced the Town of <br /> Hillsborough $98, 000. 00 to help finance the Town's <br /> portion of a wastewater treatment plant. The plant <br /> was financed partially from state and federal funds <br /> and is the property of the town. The County was <br /> reimbursed in annual installments of $9,800.00. <br /> The treatment plant was necessary in order to <br /> insure proper treatment of wastewater to prevent <br /> pollution of the Eno River. Hillsborough was at <br /> risk of losing its federal grant if construction <br /> did not begin at a given time. The town was not <br /> able to produce the entire amount of funds needed <br /> for their share in the cost of construction, <br /> therefore a loan from the County was requested and <br /> approved. <br /> 6. In 1980 the County entered into an agreement with <br /> the Town of Hillsborough to extend water and sewer <br /> lines along Highway 70 to accommodate W. H. Brady <br /> Company and Wilmore Electric. The cost to the <br /> County was $15, 000. 00. The installation of these <br /> lines was to accommodate future industrial <br /> development. <br /> 7. On November 20, 1984 the Orange County <br /> Commissioners adopted a resolution creating the <br /> Efland Sewer Project. This project represents <br /> Orange County's most recent involvement in the area <br /> of water and sewer. The need for this project was <br /> created by emergency health conditions brought <br /> about by inadequate wastewater treatment facilities <br /> at Efland Elementary School and Malfunctioning <br /> septic tanks in the Efland Estates subdivision. <br /> Discharge of improperly treated wastewater from <br /> these sites into McGowan Creek in turn was pollut- <br /> ing the Upper Eno River and its reservoirs. The <br /> estimated cost of construction of the Efland Sewer <br /> Project is now projected to be $1,376, 000. 00. The <br /> sources of funding include county, state, federal <br /> and a bond issue. <br />
