1 <br /> 16t <br /> c ) signed statement from the municipality, private <br /> corporation or sewer and water authority to whose <br /> system the requested utilities will be connected <br /> stating their willingness to serve the proposed <br /> project as well as any other existing or antici- <br /> pated development in the area specified by the <br /> County. The statement should also attest to <br /> their capabilities for meeting all the required <br /> needs of utility services to the project including <br /> foreseeable expansions as well as other existing <br /> and potential development specified by the County <br /> in the area of the project . <br /> SECTION III : SELECTION CRITERIA <br /> COMMENT: This section sets forth the general criteria that will be <br /> used in determining the suitability of a proposed project <br /> for funding. <br /> It shall be the policy of Orange County to fund major water and <br /> sewer utilities to a reasonable point along the property line of an <br /> approved project , within the limitations of available funds . Major <br /> sewer and water extensions are defined as projects outside of existing <br /> service areas where pipe sizes greater than eight inches in diameter <br /> are extended more than 750 feet beyond existing facilities . In select- <br /> ing projects to be funded, the following criteria will be used. Any <br /> proposed project must : <br /> a) be in conformance with the Orange County Land <br /> Use Plan; <br /> b) be outside of a protected watershed or where <br /> proposed to be within a protected watershed, <br /> be able to show the proposed development is <br /> compatible with maintaining water quality; <br /> c) have the proper zoning at the proposed site ; <br /> d) improve job opportunities available to Orange <br /> County citizens and especially for women and <br /> minorities by <br /> (1) having non-discriminatory personnel employ- <br /> ment policies ; <br /> (2) having affirmative action plans to increase <br /> the number of women and minorities in non- <br /> traditional jobs ; <br /> ( 3) provide child care services for workers . <br /> e) provide jobs above the prevailing wage scale <br /> in the County; <br /> f) not place an inordinate demand on County services <br /> such as schools, fire and police protection, <br /> sanitation, recreation and water supply; <br /> g) provide a significant increase in the County <br /> tax base. <br /> -3- <br />
