Flood Damage Prevention Ordinance <br /> Presentation by Greg Szymik. <br /> The proposed amendments were presented at public <br /> hearing on February 23, 1987. <br /> On August 25, 1986, the Federal Emergency Management <br /> Agency (FEMA) published final rules revising National <br /> Flood Insurance Program (NFIP) criteria. The criteria <br /> became effective October 1, 1986 and require, as a <br /> condition of continued validity, that communities <br /> revise their floodplain management regulations to make <br /> them consistent with NFIP criteria within six months <br /> of the effective date. <br /> Orange County's Floor Damage Prevention Ordinance must <br /> be revised to bring it into compliance no later than <br /> April 1, 1987. <br /> The proposed revisions provide for: changes in the <br /> definitions of "mobile Homes" (now "manufactured <br /> homes") and "start of construction"; flood proofing of <br /> mechanical and utility equipment; the use of openings <br /> in enclosures below a structure's lowest floor; the <br /> use of available flood data; and certification of <br /> floor elevations. <br /> The Planning Staff recommends approval of the proposed <br /> amendments. <br /> MOTION: Pilkey moved approval.
