19 <br /> -` 'J t; <br /> PAGE 5 <br /> shall be provided to the Zoning Officer as set forth in <br /> Article 5.3 (g) . <br /> PARAGRAPH 4.3(c) renumbered 4.3( d) <br /> PARAGRAPH 4.3( d) renumbered 4.3(e) <br /> NEW PARAGRAPH 4.3(c) <br /> For all new construction and substantial improvements, fully <br /> enclosed areas below the lowest floor that are subject to flooding <br /> shall be designed to automatically equalize hydrostatic flood <br /> forces on exterior walls by allowing for the entry and exit of <br /> floodwaters. Designs for meeting this requirement must either be <br /> certified by a registered professional engineer or architect or <br /> must meet or exceed the following minimum criteria: a minimum of <br /> two openings having a total net area of not less than one square <br /> inch for every square foot of enclosed area subject to flooding <br /> shall be provided; the bottom of all openings shall be no higher <br /> than one foot above grade; openings may be equipped with screens, <br /> louvers, or other coverings or devices provided that they permit <br /> the automatic entry and exit of floodwaters. <br /> ARTICLE 4 SECTION 4.5 MANUFACTURED HOMES <br /> a. On the effective date of this ordinance, no manufactured home <br /> shall thereafter be placed in a floodway. In an existing <br /> manufactured home park or subdivision, a manufactured home <br /> removed may be replaced at the same location. <br /> b. All manufactured homes to be placed or substantially improved <br /> within Zones A1 -30, AH, and AE shall be elevated on a perma- <br /> nent foundation such that the lowest floow of the manufac- <br /> tured home is at or above the base flood elevation and be <br /> securely anchored to an adequately anchored foundation system <br /> in accordance with the following provisions: <br /> ( 1 ) over-the top ties be provided at each end of the manu- <br /> factured home, with one additional tie per side at an <br /> intermediate location on manufactured homes of less than <br /> fifty feet and one additional tie per side for manufac- <br /> tured homes of fifty feet or more; <br /> (2) frame ties to be provided at each corner of the manufac- <br /> tured home with four additional ties per side at inter- <br /> mediate points for manufactured homes less than fifty <br /> feet long and one additional tie for manufactured homes <br /> of fifty feet or longer; <br /> (3) all components of the anchoring system be capable of <br /> carrying a force of 4,800 pounds; and <br /> (4) any additions to the manufactured home be similarly <br /> anchored. <br />
