For mobile homes not within a mobile <br /> home park or mobile home subdivision, "start of construction" is <br /> the date on which the construction of facilities for servicing the <br /> site on which the mobile home Is to be affixed ( including, at a <br /> minimum, the construction of streets, either final site grading or <br /> the pouring of concrete pads, and utilities) is completed. <br /> ARTICLE 4 SECTION 4.3 <br /> CONSTRUCTION WITHIN FLOODWAY AND FLOODWAY FR) NGE RESTRICTED <br /> (c) No new non-residential structure may be constructed and no <br /> substantial improvement of a non-residential structure may <br /> take place within any floodway fringe unless the lowest floor <br /> ( including basement) of the structure or improvement is <br /> elevated above the base flood elevation or floodproofed so <br /> that below the base flood level the structure, together with <br /> attendant utility and sanitary facilities, is water tight <br /> w ith walls substantially impermeable to the passage of water <br /> and with structural components having the capability of <br /> resisting hydrostatic or hydrodynamic loads and effects of <br /> buoyancy. A registered professional engineer or architect <br /> shall certify that the standards of this section are satis- <br /> fied and the floodproofing methods used are adequate to <br /> w ithstand flood forces associated with the base flood. Such <br /> certification shall be provided to the Zoning Officer as set <br /> forth in Article 5.3 (g) . <br /> ARTICLE 4. SECTION 4.5 MOBILE HOMES <br /> (a) On the effective date of this ordinance, no mobile home shall <br /> thereafter be placed in a floodway. In an existing mobile <br /> home park or existing mobile home subdivision, a mobile home <br /> removed may be replaced at the same location. <br /> (b ) All mobile homes located in the floodway after the adoption <br /> of this ordinance shall be elevated and anchored to resist <br /> flotation, collapse, or lateral movement by providing over- <br /> the-top or frame ties to ground anchors or other acceptable <br /> anchoring techniques. <br /> Specific requirements shall be that: <br /> ( 1 ) over-the-top ties be provided at each end of the mobile <br /> home, with one additional tie per side at an inter- <br /> mediate location on mobile homes of less than fifty feet <br /> and one additional tie per side for mobile homes of <br /> fifty feet or more; <br /> (2) frame ties be provided at each corner of the mobile home <br /> with four additional ties per side at intermediate <br />
