PROPOSED ORDINANCE AMENDMENT <br /> ORDINANCE: Flood Damage Prevention Ordinance <br /> REFERENCE: Article 2, Article 4 Section 4.3 & 4.5, <br /> Article 5 Section 5 .3 <br /> ORIGIN OF AMENDMENT: Staff, Planning Board, <br /> BOCC, Public, <br /> Other Federal Agency <br /> STAFF PRIORITY RECOMMENDATION: <br /> _X` High, Middle, Low <br /> PUBLIC HEARING DATE: February 23, 1987 <br /> PURPOSE OF AMENDMENT: To bring the Flood Damage Prevention <br /> Ordinance into compliance with recent <br /> revisions to the National Flood Insur- <br /> ance Program Floodplain Management <br /> Criteria. <br /> ISSUES/ IMPACTS: On August 25, 1986, the Federal Emergency <br /> Management Agency (FEMA) published a final <br /> rule in the Federal Register which revises <br /> National Flood Insurance Program ( NFIP) <br /> floodplain management criteria. The final <br /> rule became effective on October 1 , 1986 . <br /> NFIP criteria require, as a condition for <br /> continued validity, that communities revise <br /> their floodplain management regulations to <br /> make them consistent with any revised NFIP <br /> regulation within six months of the effec- <br /> tive date of that revision. Orange County <br /> w ill have to amend its regulation to comply <br /> w ith the August 25, 1986 final rule no later <br /> than April 1 , 1987 . <br /> Topics affected by these revisions include: <br /> 1 . Manufactured homes ( formerly <br /> mobile homes) - definition <br /> changes, restrictions on location <br /> within flood prone area changes; <br /> 2. flood proofing of mechanical and <br /> utility equipment; <br /> 3. a change in the definition "start <br /> of construction"; <br />
