Article 7. 20 PD-M11P Planned Development Mobile Home Park <br /> District <br /> Presentation by Marvin Collins. 3 <br /> New mobile home parks must be approved as planned <br /> DRAFT developments and require the issuance of a special use <br /> permit prior to construction. Article 7.20 of the Zoning <br /> Ordinance contains design standards applicable to such <br /> parks. The standards were adopted March 18, 1986. <br /> Since November 3, 1986, the Planning Board Ordinance <br /> Review Committee has been working with mobile home park <br /> owner/operators in reviewing the design standards. The <br /> proposed revisions represent changes to Article 7.20 as <br /> applicable to new mobile home parks. <br /> Approval of the amendment would allow more flexibility in <br /> the design of mobile home parks while addressing public <br /> health and safety concerns. <br /> The proposed standards provide for: smaller mobile home <br /> spaces; foundation enclosures of uniform design; unit <br /> access per State Building Code standards; flexible <br /> setback standards; street design standards; unit/street <br /> numbering as well as traffic control signs; properly <br /> maintained grounds; recreation areas; and landscaping <br /> limited to buffer standards and dumpster screening. <br /> One owner/operator had expressed concern with the sign <br /> size advertising mobile home parks - 16 sq. ft. vs. 32 <br /> sq. ft. Another concern was the size of the mobile home <br /> park. The standards approved last year set a minimum of <br /> ten acres and a maximum of twenty-five acres. The North <br /> Carolina Manufactured Housing Board has indicated they <br /> would not like to see a maximum size set for mobile home <br /> parks. The Ordinance Review Committee would like for <br /> the Low and Moderate Income Task Force to set the maximum <br /> size. Collins indicated the Task Force has not yet <br /> addressed this issue. <br /> Jacobs made reference to the skirting requirement noting <br /> that it was the recommendation of the Ordinance Review <br /> Committee that a time limit of 90 days be set for <br /> installation and that the skirting be of a solid nature. <br /> Commissioner Hartwell inquired whether the reduction of <br /> lot size .would have any effect on the recreation space <br /> that must be provided. Collins responded that the <br /> controlling factor was the underlying zoning which set <br /> the density. <br /> Commissioner Carey questioned the statement that each <br /> time a mobile home is replaced, patios and decks would <br /> have to be shifted. Collins explained that this regul- <br /> ation would allow the latitude for the shifting of <br /> entranceways to accommodate the varying sizes of mobile <br /> homes. <br /> Sharlene Pilkey inquired about the reason for decreasing <br /> the lot size for a mobile home from 10, 000 sq. ft. to <br /> 5,000 sq. ft.
