There are five (5) lots proposed out of 10.53 <br /> acres, the average lot size is 2.0 acres. An Orange <br /> County Class "B" private road (Elm Grove Lane) will be <br /> constructed to provide access to all lots in the <br /> subdivision. <br /> The zoning designation is Rural Buffer. The Land Use <br /> Plan designation is Rural Residential. <br /> All applicable agencies have reviewed and approved the <br /> proposal. <br /> The Town of Carrboro provided two recommendations as <br /> follows: <br /> 1) Intersection alignment of Elm Grove Lane with New <br /> Hope Church Road should be 90 degrees. (Orange <br /> County Subdivision Regulations permit alignments <br /> between 60 and 90 degrees) . <br /> 2) Right-of-way should be provided between lots 3 and <br /> 4 to provide access to 85-acre tract to the north. <br /> (Extension of the right-of-way would not preserve <br /> the nature of development and would reduce the <br /> maximum potential of lots to be developed given the <br /> two-acre minimum lot size requirement. The <br /> adjacent 46-acre tract is better suited for <br /> integrated road network. ) <br /> The Planning Staff recommends approval contingent upon <br /> the following conditions: <br /> 1) Provide a notation on the plat restricting access <br /> to private road for Lots 1 and 5; <br /> 2) Indicate the property owner at the western boundary <br /> line; <br /> 3) Payment in lieu of dedication ($693) to Orange <br /> County. Requirement is based on 1/35th of an acre <br /> per dwelling unit or lot. <br /> Robert Hartford, applcant, expressed concern with the <br /> comment from Carrboro asking that he provide access <br /> for property which is currently agricultural and which <br /> he does not own. <br /> Mr. Hartford indicated he had put a lot of work into <br />
