39 <br /> RURAL BUFFER IMPLEMENTATION TECHNIQUE <br /> MEASURES USED BY OTHER JURISDICTIONS <br /> Definition <br /> Both terms refer to the same technique. This is a <br /> technique used to evaluate development projects. It uses a <br /> system of awarding points to a project based on performance <br /> standards and policies adopted by a public body. Approval of <br /> the project is contingent on the number of points the project <br /> earns when it is measured against these standards and poli- <br /> cies. If the project earns enough points it is approved <br /> automatically. The premise being that any project that earns <br /> the required number of points is an acceptable addition to <br /> the community. <br /> Basic elements of the system include: <br /> 1. Social. economic. environmental and public facili- <br /> ties goals developed to achieve the desired <br /> pattern. density. intensity and design of community <br /> areas. <br /> 2. Policies and standards are developed from goals to <br /> evaluate development impacts and provide the basis <br /> for awarding points to development proposals. <br /> There are two types of policies: <br /> a. Absolute policies - policies that must be <br /> addressed by the proposal. failure to do so <br /> results in denial. <br /> b. Relative policies - these encourage or dis- <br /> courage development features by assigning <br /> positive or negative performance points. <br /> 3. Performance points assigned for each policy are <br /> multiplied by an importance factor for an overall <br /> weighted score. Scores are totaled and a develop- <br /> ment proposal is approved if the total score is <br /> greater than "0" . <br /> 4. Increased density may be awarded as a bonus for <br /> total scores that exceed a certain minimum. <br /> Application <br /> This system constitutes a more flexible land use control <br /> than zoning. From this comes both its strengths and its <br /> shortcoming. When used. it is used instead of zoning. It <br /> provides a rational basis for evaluating each development <br /> proposal. It is flexible in that approval is based not on <br />
