29
RURAL BUFFER IMPLEMENTATION MEASURE
MEASURES USED BY OTHER JURISDICTIONS
Acquisition/Land Banking
Def initlon
Outright or fee-simple purchase of land. If acquired
for the purpose of withholding it from development until some
point when development is deemed desirable, acquisition is
referred to as land banking.
Application
Acquisition is not commonly used by governments as a
growth control measure. The nature of growth control through
public ownership of land is to make land available for
development where growth should occur as well as to withhold
land from development where growth should not occur. In
order to do this without a continuous demand for funding, the
price of land sold for development would have to cover the
cost of land withheld. Even when such a balance can be
realized the initial costs could not be recovered. If land
is being acquired to permanently prevent its development,
then no cost recovery is possible.
Referepceg
"The Realities of Large Scale Public Land Banking" ,
Sylvan Kamm
BanagQment And Control of Growth, Vol. III, Randall W.
Scott, The Urban Land Institute, 1975
