29 <br /> RURAL BUFFER IMPLEMENTATION MEASURE <br /> MEASURES USED BY OTHER JURISDICTIONS <br /> Acquisition/Land Banking <br /> Def initlon <br /> Outright or fee-simple purchase of land. If acquired <br /> for the purpose of withholding it from development until some <br /> point when development is deemed desirable, acquisition is <br /> referred to as land banking. <br /> Application <br /> Acquisition is not commonly used by governments as a <br /> growth control measure. The nature of growth control through <br /> public ownership of land is to make land available for <br /> development where growth should occur as well as to withhold <br /> land from development where growth should not occur. In <br /> order to do this without a continuous demand for funding, the <br /> price of land sold for development would have to cover the <br /> cost of land withheld. Even when such a balance can be <br /> realized the initial costs could not be recovered.
