24 <br /> RURAL BUFFER IMPLEMENTATION <br /> Implementation Measures Used Elsewhere <br /> While an impressive array, the growth management mea- - <br /> sures being used to implement the Rural Buffer by no means <br /> constitute all such techniques. Growth management is an area <br /> of widespread interest and activity. Many different types of <br /> measures have been developed to control where growth will <br /> occur and what kind of growth will occur . Some are designed <br /> to address specific issues that have no direct bearing on <br /> implementing a development pattern such as the Rural Buffer . <br /> Others are relatively minor variations of other measures. <br /> They do not merit separate consideration since they can be <br /> considered in combination with other measures. <br /> The following implementation measures are of interest <br /> because they may be of use in implementing the Rural Buffer <br /> • <br /> or illustrate a land use control technique that 1s signifi- <br /> cantly different from those currently used by Orange County : <br /> 1 .
