This is an effective means of encouraging <br /> such uses. When used in the Rural Buffer, it helps. <br /> to achieve the Buffer. <br /> 13. Conservation and Historic Preservation Act <br /> The State law permits creation of conservation and <br /> preservation agreements. These agreements effec- <br /> tively prevent development of land covered. When <br /> used in the Rural Buffer, it implements the Buffer. <br />
