21 <br /> RURAL BUFFER IMPLEMENTATION <br /> Implementation Measures Currently Used <br /> The Rural Buffer is a means of managing growth in Orange <br /> County. Growth management is implemented through land use <br /> controls. Orange County has a rather sophisticated array of <br /> land use controls available. These include County ordinances <br /> such as the Zoning Ordinance, Subdivision Regulations, Flood <br /> Damage Prevention Ordinance, and Soil Erosion and Sedimenta- <br /> tion Control Ordinance. There are, additionally, ordinances <br /> and programs at the State level which affect land use and <br /> have applications in the Rural Buffer. These include the <br /> Conservation and Historic Preservation Act, the Farm Use <br /> Taxation Act, and Thoroughfare Planning conducted by North <br /> Carolina Department of Transportation. <br /> The use of these various devices as means of implement- <br /> ing the Rural Buffer varies widely . Some were created <br /> specifically to implement the Rural Buffer. Others hale <br /> other purposes but have the effect of implementing the Rural <br /> Buffer. Summaries of each Implementation measure have been <br /> prepared. Because of their length, these summaries are <br /> contained in the appendices of this report. A brief descrip- <br /> tion of how each measure helps achieve the Rural Buffer is <br /> included here. The following measures help to implement the <br /> Rural Buffer . <br /> 1 . Rural Buffer (RB) Zoning District <br /> This zoning classification was created specifically <br /> to implement the Rural Buffer. It establishes the <br /> one dwelling unit per two (2) acre lot requirement, <br /> establishes dimensional requirements for lots, and <br /> establishes permitted uses in the zone. <br /> 2. Recreation Requirements <br /> Subdivisions in the Joint Land Use Planning Area <br /> are required to dedicate land for public recreation <br /> or open space areas or make a cash payment- in- lieu <br /> of dedication of Land . <br /> 3. Public Water and Sewer Extension Policy <br /> Public water and sewer are not available in the ' <br /> Rural Buffer . It is the policy of the Orange Water <br /> and Sewer Authority that it will not extend service <br /> into the Rural Buffer without the approval of the <br /> Board of County Commissioners. <br /> The following measures were created for other purposes <br /> but have the effect of implementing the Rural Buffer. <br /> 1 . Public Interest District (PID) Zoning District <br />
