16 <br /> CQNQ ION <br /> The Policy Analysis component of the study has been a <br /> process involving three distinct phases. Phase 1 involved <br /> reviewing a broad range of planning literature related to <br /> Joint Planning and attempting to extract all pertinent <br /> policies, goals, objectives, proposals, and standards related <br /> to the Rural- Buffer. Phase 2 involved taking the issues <br /> defined in the DATA & ANALYSIS component of the study and <br /> comparing them with phase 1 results, this in the framework of <br /> the six plan elements of Land Use, Circulation, Housing, Open <br /> Space, Conservation, and Health & Safety. In phase 3, <br /> recommended changes/modifications to the policies, goals, <br /> objectives, proposals, and standards have been suggested, <br /> where appropriate. Recommendations for change have most <br /> often been in the form of new or revised policies. Plan <br /> elements with the most substantive changes were Land Use, <br /> Conservation, and Health & Safety. No relevant issues were <br /> carried forward under Housing and the issues under Circula- <br /> tion and Open Space were deemed adequately covered by exist- <br /> ing policies, goals, objectives, proposals, and standards. . <br /> a <br />
