In this regard, properties with <br /> soils unsuitable for conventional septic systems <br /> will be allowed to develop with . a state approved <br /> alternative sewage disposal system provided_ there <br /> is sufficient land area for the system, the owner <br /> documents his ability to afford and maintain sucJ1 .a <br /> system, and such development is consistent with <br /> section 6.20 of the Orange county Zoning Ordinance. <br /> Issue: The increasing use, and increasing density, of <br /> septic tanks contribute to the potential risk of <br /> groundwater contamination especially during low <br /> flow conditions. <br /> Recommendation : Supplement Orange County Land lag Plan <br /> policy 10.2 with the underlined text. <br /> Adopt and implement policies which specify land use <br /> patterns and intensities of development in the <br /> Rural Buffer and in water supply watershed and <br /> Water Quality Critical Areas that will minimize <br /> potential adverse impacts on surface and ground <br /> water quality. <br /> Issue: Continued development in the Rural Buffer will <br /> increase the need for volunteer fire protection and <br /> rescue service as well as for police protection <br /> from the Orange County Sheriff ' s Department. <br /> Recommendation : New policy statement for inclusion under <br /> Goal 16 in Qrango County Land UAA Plan , <br /> _It shall be the policy of Orange County to notify <br /> aQnrogr late pubs is safety ag$nc ies of the ioQat ion <br /> and extent of approved land development projects SQ <br /> pons$ tlW s. <br />
