Orange County recognizes the right of individual property ownets to develop their property to its highest and best use as Jong as such deveJopmerlt 1a consistent with adopted land use plans, policies . and standards. In this regard, properties with soils unsuitable for conventional septic systems will be allowed to develop with . a state approved alternative sewage disposal system provided_ there is sufficient land area for the system, the owner documents his ability to afford and maintain sucJ1 .a system, and such development is consistent with section 6.20 of the Orange county Zoning Ordinance. Issue: The increasing use, and increasing density, of septic tanks contribute to the potential risk of groundwater contamination especially during low flow conditions. Recommendation : Supplement Orange County Land lag Plan policy 10.2 with the underlined text. Adopt and implement policies which specify land use patterns and intensities of development in the Rural Buffer and in water supply watershed and Water Quality Critical Areas that will minimize potential adverse impacts on surface and ground water quality. Issue: Continued development in the Rural Buffer will increase the need for volunteer fire protection and rescue service as well as for police protection from the Orange County Sheriff ' s Department.
