Water and sewer <br /> lines will not be extended into the Rural Buffer <br /> except to address failing septic systems where <br /> state approved alternatives are unfeasible. <br /> Circulation Element <br /> Issue: Since funding is not available for all highway <br /> projects that have been identified as necessary, <br /> highway construction will continue to lag behind <br /> need. Reliance on private <br /> in the Rural Buffer <br /> maintain a street system. <br /> Recommendation : No further policies, goals, objectives, <br /> proposals, or standards are proposed; the <br /> existing ones are deemed adequate and are <br /> listed in Appendix C, Phase 1 , Circulation . <br /> Housing Element. <br /> Issue: No relevant housing issues were carried forward <br /> from phase 2 policy analysis. <br /> Open space _Element <br /> Issue: The largest unbroken area of forest cover in the <br /> Rural Buffer is comprised of Duke Forest tracts. A <br /> study by the Urban Land Institute has been <br /> completed and includes recommendations for uses <br /> more intense than education, research, and recrea- <br /> tion in portions of Duke Forest. In contrast, the <br /> Duke School of Forestry and Environmental Studies <br /> is currently examining the non-monetary values of <br /> Duke Forest lands. <br /> Recommendation : No further policies, goals, objectives, <br /> proposals, or standards are proposed; the <br /> existing ones are deemed adequate and are <br /> listed in Appendix C, Phase 1 , Open Space. <br /> The recommendation for a new policy on <br /> Public Interest District zoning contained <br /> under the Conservation Element is also <br /> applicable to Open Space. <br />
