Primary documents were the
Joint Planning Area Land. !(,ag Elan ( 1986) , Orange County Land
lag plan ( 1981 ) , and the adopted Goals and Objectives of the
Town of Chapel Hill ( 1986) . Many other sources were con-
sulted and these are listed in the six phase 1 Policy Analy-
sis summaries in the Appendix. The policies, goals, objec-
tives, proposals, and standards derived from the review
process were grouped under the plan elements of Land Use,
Circulation, Housing, Open Space, Conservation, and Health &
Safety as appropriate. Concurrent with this, the DATA &
ANALYSIS component of the study was being conducted . For
each category and subcategory in DATA & ANALYSIS, relevant
issues were identified .
Phase 2 involved taking the issues from DATA & ANALYSIS
and assigning them to the six plan elements of Land Use,
Circulation, Housing, Open Space, Conservation, and Health &
Safety as appropriate. In some cases, the same issue was
listed under several elements. The issues under each plan
element were then compared/contrasted with the policies,
goals, objectives, proposals, and standards and points of
similarity/divergence were identified .
Phase 3 involved assessment of the adequacy of policies,
goals, objectives, proposals, and standards and where appro-
priate, recommending changes/additions to them. Not all of
the phase 2 issues were carried forward to phase 3. Staff
review at the completion of phase 2 identified some issues as
irrelevant or redundant and they were removed from further
consideration . Though the same issue was often listed under
several plan elements in phase 2, in phase 3 it was assigned
to the single best element. Recommendations for
changes/additions were most often in terms of policy .
ISSUES/RECOMMENDATION .
In the following section, the issues under each plan
element are listed . Recommendations regarding policies,
goals, objectives, proposals, and standards for that issue
•- are listed immediately following it..
