<br /> The purpose of the Policy Analysis component is to
<br /> review, analyze, update, and document policies, plan
<br /> proposals, and standards for issues relevant to the Rural
<br /> Buffer and which guide private and governmental action .
<br /> Policy Analysis has been broken down into three distinct
<br /> phases; review of current policies, goals, objectives,
<br /> proposals, and standards, comparison of the phase 1 results
<br /> with issues defined during the DATA & ANALYSIS component, and
<br /> recommendations for changes/additions to policies, goals,
<br /> objectives, proposals, and standards.
<br /> Phase 1 began with a review of all pertinent documents
<br /> which address the Rural Buffer. Primary documents were the
<br /> Joint Planning Area Land. !(,ag Elan ( 1986) , Orange County Land
<br /> lag plan ( 1981 ) , and the adopted Goals and Objectives of the
<br /> Town of Chapel Hill ( 1986) . Many other sources were con-
<br /> sulted and these are listed in the six phase 1 Policy Analy-
<br /> sis summaries in the Appendix. The policies, goals, objec-
<br /> tives, proposals, and standards derived from the review
<br /> process were grouped under the plan elements of Land Use,
<br /> Circulation, Housing, Open Space, Conservation, and Health &
<br /> Safety as appropriate. Concurrent with this, the DATA &
<br /> ANALYSIS component of the study was being conducted . For
<br /> each category and subcategory in DATA & ANALYSIS, relevant
<br /> issues were identified .
<br /> Phase 2 involved taking the issues from DATA & ANALYSIS
<br /> and assigning them to the six plan elements of Land Use,
<br /> Circulation, Housing, Open Space, Conservation, and Health &
<br /> Safety as appropriate. In some cases, the same issue was
<br /> listed under several elements. The issues under each plan
<br /> element were then compared/contrasted with the policies,
<br /> goals, objectives, proposals, and standards and points of
<br /> similarity/divergence were identified .
<br /> Phase 3 involved assessment of the adequacy of policies,
<br /> goals, objectives, proposals, and standards and where appro-
<br /> priate, recommending changes/additions to them. Not all of
<br /> the phase 2 issues were carried forward to phase 3. Staff
<br /> review at the completion of phase 2 identified some issues as
<br /> irrelevant or redundant and they were removed from further
<br /> consideration . Though the same issue was often listed under
<br /> several plan elements in phase 2, in phase 3 it was assigned
<br /> to the single best element. Recommendations for
<br /> changes/additions were most often in terms of policy .
