INTRODUCTION <br /> ° On August 19, 1986, the Orange County Board of Commissioners <br /> adopted the JOINT PLANNING AREA LAND USE PLAN, including a <br /> minimum required lot area per dwelling of two (2) acres in <br /> the Rural Buffer. To conform the Zoning Ordinance/Atlas with <br /> the adopted Land Use Plan, a public hearing was held on <br /> November 24, 1986 . Revisions were proposed to establish a <br /> new zoning district classification, Rural Buffer (RB) , and <br /> rezone approximately 38,000 acres from a minimum residential <br /> lot size of 40,000 square feet (0.92 acre) to two (2) acres. <br /> At the hearing, a number of concerns were identified <br /> regarding the proposals and their application . On January 5, <br /> 1987, the Board of County Commissioners approved the proposed <br /> Zoning Ordinance/Atlas amendments as an interim action. In <br /> recognition of citizen concerns, the Board instructed the <br /> Planning Staff to prepare a RURAL BUFFER STUDY which would <br /> address citizen concerns and propose a set of standards for <br /> the Rural Buffer district. <br /> The text of this study is contained in the following pages. <br /> It is broken down into 3 major sections; DATA AND ANALYSIS, <br /> POLICY ANALYSIS, and IMPLEMENTATION PROGRAM. Section 1 <br /> analyzes and documents the data used as the basis for Rural <br /> Buffer policies. Section 2 addresses policies, plan pro- <br /> posals, and standards for issues relevant to the Rural Buffer <br /> and which guide private and governmental action . Finally, <br /> and most importantly, Section 3 addresses a coordinated set <br /> of specific measures and actions to be used in carrying out <br /> the policy of the Rural Buffer plan.
