14`1 ORANGE COUNTY <br /> Kai=MI PUBLIC HEARING 0 <br /> Pursuant to the requirements of the General Statutes of North Carolina.Chapter <br /> 153A,Section 323 and 343,notice is hereby given that a public hearing will be <br /> held in the Cultural Arts Auditorium of Chapel Hid High School, Homestead <br /> Road,Chapel Hill,North Carolina,on Tuesday.March 10,1987,at 7:30 p.m.for <br /> the purpose of giving all interested citizens an opportunity to speak for or <br /> against the adoption of proposed amendments to the Land Use Plan and com- <br /> ment on findings and recommendations of the Rural Buffer Study. <br /> ORANGE COUNTY LAND USE PLAN <br /> Amend JOINT PLANNING AREA LAND USE PLAN text to change from two(2) <br /> acres to 40,000 square feet(0.92 acre),the required minimum residential lot size <br /> in the Rural Buffer.The Board of County Commissioners adopted the two(2) <br /> acre lot size designation on August 19,198&The proposed amendment is based <br /> on a petition received from property owners In the Rural Butler. <br /> The Rural Buffer is located adjacent to the Towns of Chapel Hill and Carrboro <br /> and is bounded generally by Interstate 40,Clyde Road.Eubanks Road, Rogers <br /> Road, and Homestead Road to the south: Cornwallis Road, Murphey School <br /> Road, Brockweil Road,the University,Railroad,N.C.86. Davis Road,and Tree <br /> Farm Road to the north; the Durham County line to the east and Dodsons <br /> Crossroads, Can Durham Road, and Ferguson Road to the west_ It contains <br /> aproximately 38,000 acres and also includes the area known as the"Southern <br /> Triangle"bounded by the Durham and Chatham County lines,and the Town of <br /> Chapel Hill extraterritorial jurisdiction line. <br /> RURAL BUFFER STUDY <br /> On August 19, 1986, the Board of County Commissioners adopted the JOINT <br /> PLANNING AREA LAND USE PLAN,including a minimum required lot area per <br /> dwelling of two (2) acres. To conform the Zoning Ordinance/Alfas with the <br /> adopted Land Use Plan,a public hearing was held on November 24,1986.Revi- <br /> sions were proposed to establish a new zoning district classification, Rural <br /> Buffer(RB).and rezone approximately 38,000 acres from a minimum residential <br /> lot size of 40,000 square feet(0.92 acre)to two(2)acres.At the hearing,a num- <br /> ber of concerns were identified regarding the proposals and their application. <br /> On January 5,1987,the Board of County Commissioners approved the proposed <br /> Zoning Ordinance/Atlas amendments as an interim action to be followed by <br /> additional investigation and refinement of the adopted standards.In recognition <br /> of citizen concerns,the Board instructed the Planning Staff to prepare a RURAL <br /> BUFFER STUDY which would recommend design standards for the Rural Buffer <br /> district.The results of the study will be presented at the hearing. <br /> All interested citizens are invited to attend this hearing and be heard. Public <br /> comment must be received during the public hearing.Those wishing to oppose <br /> the proposals must provide competent material and substantial evidence as to <br /> the specific manner in which they are opposed to the amendments. Following <br /> the dose of the public hearing.only evidence presented at public hearing wit Ibe <br /> examined by the Planning Board and Board of County Commissioners for deci- <br /> sion. - <br /> Changes may be made In the advertised proposal which reflect debate,objec- <br /> tions and discussion at the hearing. <br /> Questions regarding the proposal should be directed to the Orange County Plan- <br /> ning Department. The Planning Department is located in the New Courthouse, <br /> 108 East Margaret Lane, Hillsborough.NC.
