Among the most important of these factors is the <br /> availability of a water supply and availability of an accept- <br /> able means of handling sewage. <br /> When on-site provision of a water supply and sewage <br /> treatment are required, typically only low density develop- <br /> ment of land is possible. Location and spacing of water <br /> wells is determined by flow rates that can be sustained. <br /> While that can be a serious constraint, the more serious <br /> problem is usually on-site treatment of sewage. When on-site <br /> treatment is the only means available for handling sewage Low <br /> density development is all that the. Land is capable of <br /> handling. How low the density is will be determined by soil <br /> conditions. <br /> • <br /> 6221i1e1i20 <br /> No public water or sewer service is available in the <br /> rural buffer. This alone is a significant means for imple- <br /> menting the rural buffer concept . The actual restrictions <br /> that the absence of sewers places on development varies <br /> widely through the rural buffer. According- to the Orange <br /> County Soil Survey, all rural buffer soils are restricted <br /> with regards to septic tank drainage fieLd suitabiLity. So <br /> the range of variation only includes degrees of restriction. <br /> OWASA, the agency responsible for providing water and <br /> sewer service in south Orange County, has a policy not to <br /> extend water and sewer lines into the rural buffer without <br /> the consent of the Orange County Board of Commissioners.
