1R7 <br /> RURAL BUFFER IMPLEMENTATION MEASURES <br /> Landscape/Screening/Buffer Requirements <br /> Descri tion <br /> All subdivisions are required to provide landscaping and <br /> create buffers as described in the Orange County Subdivision <br /> Ordinance. Site plans for development of land are required <br /> to meet the landscaping and screening requirements of the <br /> Orange County Zoning Ordinance. - Exceptions to this Latter <br /> requirement are developments for single family detached and <br /> duplex residences. The purpose of these requirements is to <br /> preserve existing vegetation; to improve the appearance of <br /> vehicular use areas and property abutting the public right- <br /> of-way; to. require screening and buffers between. non- <br /> compatible land uses; and to protect, preserve, and promote <br /> the visual appeal, character and value of the surrounding <br /> neighborhood. _ <br /> The requirements that apply to subdivisions address <br /> three areas. The first concerns protection of existing <br /> vegetation. A plan must be submitted showing existing trees <br /> and those that will be preserved through completion of the <br /> project . Specific tree preservation areas must be designated <br /> and protective measures taken to minimize damage to existing <br /> vegetation. A landscaping plan must be developed to show <br /> where and how existing vegetation will be supplemented, if <br /> necessary, with landscape materials. Landscaping require- <br /> ments are specified for individual building Lots and other <br /> areas such as recreation facilities. These requirements <br /> essentially establish a minimum density for trees in building <br /> setback areas and recreation and open spaces. Finally, a <br /> schedule of buffers must be applied to the subdivision. This <br /> schedule determines whether buffers must be established along <br /> existing major streets and along lot Lines for adjacent <br /> property. The schedule also identifies what type of buffer <br /> is required. Buffers are described in terms of width and the <br /> degree of visual obstruction to be achieved. <br /> The landscaping requirements that apply to site plans <br /> use landscaping to screen off-street parking areas from view <br /> from public rights-of-way and from adjoining property. <br /> Landscaped areas including trees and hedges are required to <br /> screen off-street parking areas. Within the parking areas <br /> additional landscaping is required. Planted areas are <br /> required between at least every tenth parking space. Planted <br /> strips or medians are required between every fourth row of <br /> parking. <br /> AgglUcation <br /> The landscape requirements in the Subdivision Ordinance <br /> have yet to be applied in the rural buffer area.
