177 <br /> RURAL BUFFER IMPLEMENTATION MEASURE <br /> Protected Watershed II (PW II) <br /> Descrietion <br /> The Protected Watershed II (PW II) is a zoning classifi- <br /> cation in the Orange County Zoning Ordinance. It is an <br /> overlay zone. That is, its requirements are added to the <br /> requirements of another zoning classification that has been <br /> applied to the land. The purpose of the district is to <br /> regulate the use of Land and structures on that land in <br /> watersheds which drain to reservoirs supplying drinking water <br /> to the people of Orange County. <br /> • <br /> Both the permitted use of Land and regulation of Lot <br /> sizes in the PW II will be determined by the . underlying <br /> zoning classification. The PW II regulations will further <br /> define how these uses are permitted. These regulations cover <br /> several areas. They establish required. buffers along peren- <br /> nial streams . Stream buffers are located at the outer edge <br /> of identified floodplains and are measured in width as fifty <br /> (50) feet plus four (4) times the average rise in elevation <br /> measured perpendicularly 250 feet from the center of the <br /> stream. The maximum buffer width is limited to 150 feet. <br /> Uses within the stream buffer are limited to above ground and <br /> buried local distribution utility lines, farms, neighborhood <br /> utility facilities, public or private streets, bridges, and <br /> railroad rights-of-way. Existing vegetation in the stream <br /> buffer cannot be removed. Vegetation on the remainder of a <br /> lot in PW II is to remain undisturbed to the maximum extent <br /> possible. <br /> In order to promote infiltration of stormwater runoff <br /> into the soil, a Limit is placed on the area of a Lot that <br /> can be made impervious to the infiltration of water. This <br /> limit is set at 12% of the lot area when public water and <br /> sewer are not available and 30% of the lot area when they are <br /> available. Lots for non-residential uses are required to be <br /> larger in a PW II district . Commercial lots must be at least <br /> 80,000 square feet and industrial lots must be 200,000 square <br /> feet . Industrial uses are limited to light industrial uses. <br /> All new developments in PW II must install stormwater <br /> control measures to control the first one--half inch (112") of <br /> runoff from impervious surfaces. This initial runoff con- <br /> tains most of the pollutants that accumulate on-site. Its <br /> control on-site prevents their entering the water supply. <br /> Aeelication <br /> The PW II district has been applied to the watersheds of <br /> the Cane Creek and University Lake reservoirs, and to the <br /> zoned portion of the Upper Eno basin which includes the <br /> proposed Seven Mile Creek reservoir. <br /> Refetgnces <br /> Orange County Zoning Ordinance, Articles 4.2.28, and <br /> 6.23. <br />
