171 <br /> RURAL BUFFER IMPLEMENTATION MEASURE <br /> Rural Buffer (RB) <br /> De2cti2ti20 <br /> The Rural Buffer (RB) is a zoning" classification in the <br /> Orange County Zoning Ordinance. It was adopted to create a <br /> zoning classification that was consistent with and imple- <br /> mented the Joint Planning Area Land Use Plan. That Plan <br /> called for residential development in the rural. buffer area <br /> designated in the Plan to occur on lots no less than two <br /> acres in size. <br /> The purpose of the district is to provide Locations for <br /> rural residential developments and agricultural, silvicuL- <br /> tural, or horticultural uses which serve to buffer or sepa- <br /> rate more intensively planned and/or developed portions of <br /> Orange County. Development in the RB district is at Low <br /> density with the minimum lot size per dwelling unit .at two <br /> (2) acres. Individual wells and ground absorption systems <br /> provide for domestic water supply and sewage disposal since <br /> public services are not expected to be available for ten C10) <br /> to twenty (20) years. <br /> Uses permitted in the RB district are consistent with <br /> its desired low density nature. Single and two family <br /> residential units, family care and group care facilities, and <br /> mobile homes are permitted residential uses. - Non-residential <br /> uses such as botanical gardens, parks, churches, schools, and <br /> government facilities are also permitted uses. <br /> Special minimum gross land areas have been set for <br /> planned developments in the RB district . For residential <br /> planned developments the minimum area is four C4) , acres or <br /> 174,240 square feet . For mobile home park planned develop- <br /> ments, the minimum area is twenty (20) acres. These areas <br /> like the two (2) acre minimum lot size are consistent in that <br /> they are all double the minimum areas required in the Rural <br /> Residential (R-1) district in the Orange County Zoning <br /> Ordinance. It is also consistent with, and thereby <br /> implements the Land Use Plan. <br /> A22ligation <br /> The RB district has been established in area specified <br /> in the Land Use Plan as rural buffer.
