155 <br /> RURAL BUFFER STUDY <br /> POLICY ANALYSIS - PHASE 3 <br /> Proposed Changes to Policies. Goals, Objectives. Proposals <br /> and Standards <br /> CIRCULATION <br /> Following the evaluation of issues in Phase 2, Current <br /> and Comprehensive Planning staffs met and discussed the <br /> findings. Some issues were deemed to be extraneous or <br /> irrelevant and were removed from consideration in Phase 3 . <br /> Also in Phase 2 the same issue was often referenced under <br /> different elements. In Phase 3 issues are not repeated, but <br /> rather have been assigned to the single most appropriate <br /> element. <br /> In this final phase of Policy Analysis. the remaining <br /> issues have been evaluated to see if they were adequately <br /> addressed in the existing policies. goals, objectives, <br /> proposals, and standards. Proposed changes/additions to the <br /> policies, goals, objectives. proposals. and standards have <br /> been made where deemed appropriate. <br /> Circulation Issue 1 has been carried forward to Phase 3. <br /> It is questionable how much of an issue it really is. In <br /> terms of accommodating "through traffic" the Rural Buffer <br /> seems adequately served by the existing interstate and <br /> arterial highway system. 1-40 diagonally traverses the <br /> northern portion of the Rural Buffer with interchanges at its <br /> northern and southern boundaries. Likewise, arterial high- <br /> ways (Erwin Road. NC 86, Old NC 86. NC 54, Greensboro Road, <br /> Jones Ferry Road, and Mt. Carmel Church Road) radiate outward <br /> from the urban area in a very evenly spaced pattern. There <br /> is not an extensive network of collector roads connecting the <br /> arterials, however. This. coupled with the reliance on <br /> private roads would seem to complement the low density and <br /> rural character objectives of the Rural Buffer. <br /> No further policies, goals, objectives, proposals, or <br /> standards relative to Circulation are proposed. <br />
