152 <br /> Issue 3 is addressed most directly by the second <br /> sentence in Policy 5 . It is also addressed in part by Policy <br /> 6 and Goal 2 (in a very general sense) . <br /> Issue 4 is addressed somewhat by Policy 3. Issue 4 <br /> places its emphasis on groundwater contamination whereas <br /> Policy 3 is geared toward surface waters in identified <br /> watersheds. If water is looked at in a generic sense and no <br /> distinction is made between groundwater and surface water, <br /> then the policy addresses the issue quite well. Issue 4 is <br /> at odds with Goal 1. While the goal is general in scope, <br /> " . . .clean and safe water supplies. . ." could be interpreted to <br /> mean groundwater as well as surface water. <br /> Issue 5 is addressed in only the most general sense by <br /> Goal 3 which calls for an efficient and effective solid <br /> waste collection and disposal system. . ." . It is questionable <br /> if this is a relevant issue since the new landfill site is <br /> not in the Rural Buffer. <br /> As with Issue 5, Issue 6 gets only cursory treatment <br /> with Goal 4 which calls for "An efficient and effective <br /> system of public safety in the County." <br /> Issue 7 is not addressed. It is questionable if this is <br /> a relevant issue since the new landfill site is not in the <br /> Rural Buffer. <br />
